Many pet owners have recently noticed the news that the European Union has changed its rules for Serbia and Montenegro.
Cats, dogs and ferrets travelling from these countries to the European Union no longer need a rabies antibody titre test for entry into the EU.
At first glance, this sounds like a major relief. And for travel into the European Union, it is indeed good news.
But there is one important detail that must not be missed: Great Britain is not part of the European Union, and since Brexit it applies its own pet travel rules.
This means that if your journey does not end in France, Germany or another EU country, but continues to Great Britain, you should not rely only on the new EU rules.
Why this clarification is important
Pet travel rules can look simple from a distance. One country changes a requirement, somebody shares a post online, and very quickly pet owners begin to believe that the rule has changed everywhere.
Unfortunately, international pet travel does not work like that.
The European Union has its own rules. Great Britain has its own rules. Airlines, ferry companies, border officers and document-checking teams may also apply their own procedures based on the official requirements they have in front of them.
A pet may be correctly prepared for entry into the EU, but that does not automatically mean the same preparation is enough for entry into Great Britain.
What the current UK position means
At the moment, the UK requirements do not confirm that Serbia and Montenegro have been given the same status for entry into Great Britain.
Under the current GOV.UK rules, a rabies blood test is required when a pet travels from a country that is not in the EU and is not a UK listed country.
This means that for routes such as Serbia → Great Britain or Montenegro → Great Britain, the rabies antibody titre test should still be treated as required unless there is a separate official update from GOV.UK or APHA.
This is especially important for pet owners who are planning a route through the EU and then continuing to Great Britain by approved transport.
The EU part of the journey and the Great Britain part of the journey should be checked separately. One set of rules cannot safely replace the other.
The main mistake to avoid
The biggest mistake would be to assume that because the European Union has removed the rabies antibody titre test requirement for Serbia and Montenegro, Great Britain has automatically done the same.
It has not been officially confirmed for Great Britain.
If a pet owner cancels the rabies antibody test too early, and the UK rules are still applied as before, the journey may be delayed or stopped. In pet travel, one missing test, one wrong certificate or one misunderstood rule can create a serious problem at the border.
This is why it is not enough to rely on social media posts, screenshots or general announcements. The route must be checked against the exact destination rules and the actual documents the pet will travel with.
What pet owners should check before travel
Before planning a journey from Serbia or Montenegro to Great Britain, pet owners should carefully check the full UK entry requirements.
Depending on the route and the status of the country at the time of travel, this may include:
microchip;
rabies vaccination;
rabies antibody blood test, if required;
correct waiting period after the blood sample, where required;
correct veterinary certificate;
approved route into Great Britain;
declaration for non-commercial movement, where applicable;
and for dogs, tapeworm treatment before arrival in Great Britain.
Timing is also very important. Some requirements cannot be fixed at the last minute. If the rabies antibody test is required, the preparation may take months, not days.

When rules change in one travel area but have not yet been clearly reflected in another, different people may understand the situation differently. One border checkpoint may look only at one part of the route. Another may ask for the full history of preparation. A carrier may follow its internal checklist.
